Jimi Agbaje promise Lagosians free Internet service if he wins

Jimi Agbaje, the gubernatorial candidate of PDP has promised Lagos free internet access if he becomes the next Lagos state governor... and said you should vote for him to win on 28 February. What do you think because the last time i checked, well development countries still pay for internet services... Or who will bear the burden..
